Franklin County Fiscal Court approves ordinances, awards road‑department contracts and approves personnel moves

County Judge/Executive Michael Mueller presided over the Franklin County Fiscal Court meeting on Sept. 28, 2023, which ran about nine minutes from 9:12 p.m. to 9:21 p.m. The court approved a series of routine and substantive items, including two ordinances on second reading, procurement awards for the road department, and personnel actions after a closed session on personnel matters.
The court approved Ordinance #10-2023 on second reading, which amends ordinance #2-2019 governing the storage, collection, transportation, processing and disposal of solid waste and provides for penalties for violations. The vote was moved by Squire Eric Whisman and seconded by Squire Scotty Tracy; Squires Sherry Sebastian, Kelly Dycus, Scotty Tracy, Richard Tanner, Eric Whisman and Judge Michael Mueller voted in favor.
The court also approved Ordinance #11-2023 on second reading to change the zoning designation of a 20.1-acre property (PVA Map #049-00-00-012.00) at 1190 Pea Ridge Road from Rural Residential (RR) to Agricultural (AG). The motion was moved by Squire Whisman and seconded by Squire Dycus and carried with the same recorded votes in favor.
On first reading, the court introduced a zoning ordinance affecting parts of a parcel at 1550 Leestown Road (PVA Map #095-00-00-002.00): Tract 1 (27.04 acres) proposed to move from RR to Rural Low Density Multifamily (RL); Tract 2 (1.73 acres) and Tract 3 (1.48 acres) proposed to move from RR to Limited Commercial (CL). No final action was taken on the first reading.
The court approved cash transfers for fiscal year 2023–24 and received the Treasurer’s report by unanimous recorded vote. It also received the Sheriff’s 2022 Tax Collection Settlement, and a request to declare a duty weapon surplus to allow purchase by a retiring deputy was approved.
Procurement actions included awarding bid package #8 (painting) for the new Franklin County Road Department maintenance building to Rising Run Development, sole bidder, for $24,600 with Alternate #1 for $90,000, for a total of $114,600. The court awarded the low bid for a Mow Trim/Boom Mower to Wright Implement and awarded a Screen Machine Might II Trommel Shredder with a 30-foot radial stacking conveyor to Taylor Construction Equipment (sole bidder). Motions to award those bids carried with recorded votes in favor.
The court tabled authorization to approve an agreement between HMC Service Company and the Franklin County Regional Jail for 24-hour emergency service and preventive maintenance; no approval was recorded on that item.
During a closed session entered under KRS 61.810(1) for personnel discussions, the court later approved performance raises for the jail’s Kitchen Director and an Administrative Assistant. Those raises passed with Squires Kelly Dycus, Richard Tanner, Eric Whisman and Judge Michael Mueller voting in favor and Squires Sherry Sebastian and Scotty Tracy voting in opposition. The court also authorized an amendment to the Chief Electrical Inspector’s hourly rate, to take effect Oct. 2 after contracting with the City of Frankfort, and approved hires of three seasonal part‑time golf employees: Matthew Anglin, Kelton Saylor and James Tucker.
The meeting concluded with a motion to adjourn that carried; the meeting adjourned at 9:21 p.m.
