Dickson County Commission approves ARPA allocations, appointments and budget amendment

Chairman and County Mayor Bob Rial presided over the Dickson County Commission’s regular meeting on Nov. 15, 2021, in Charlotte, where commissioners approved a series of appointments, budget adjustments and authorizations to spend federal American Rescue Plan Act (ARPA) funds.
The commission approved three appointments to local boards: Aaron Robertson was reappointed to the Board of Zoning and Appeals; Darren Green was appointed to the Planning Commission to fill a term through 2024 vacated by Jeff Spencer; and Lynette Edmondson was appointed to the Library Board of Trustees to complete a term through 2023. Each appointment passed by a unanimous "aye" voice vote.
Commissioners accepted quarterly financial reports for the period ending Sept. 30, 2021, approving both the school funds report and, separately, the reports for all other county funds. They also approved the county’s 2022 holiday schedule, again by unanimous voice votes.
On ARPA spending, the commission approved three resolutions authorizing use of federal recovery funds. One resolution authorized receipt and appropriation of ARPA funds to purchase additional personal protective equipment for county emergency and medical services to be stored at multiple emergency operations facilities. A second authorized $1,700,000 in ARPA funds to improve and renovate the County Administration Building to address overcrowding following relocation of court-related offices. A third authorized leasing property at Dickson Municipal Airport and using $295,000 in ARPA funds for construction of a fire station and an Emergency Management Agency airport facility. Each resolution was moved and passed by a unanimous voice vote.
The commission also approved an amendment to the County Highway/Public Works Fund (Fund 131) to reallocate $100,000 from road paving to a road signage category. That motion passed by unanimous voice vote.
County Clerk Luanne Greer presented a slate of notaries for approval. Commissioners voted to accept the submitted notaries. Commissioners were also told that a CTAS representative will attend a special-called meeting on Dec. 6, 2021. The commission adjourned at 7:25 p.m.
The minutes record Ms. Cluck’s planned retirement at the end of Dec. 2021 after 40 years of service and note that the Agriculture & Natural Resources agent position is open and will be filled through the UT Extension/Institute of Agriculture process.
