Bland County supervisors elect 2022 leaders, adopt rules and make multiple appointments

The Bland County Board of Supervisors on Jan. 3, 2022, during its organizational meeting at the Bland County Courthouse, elected Randy Johnson as board chairman and Adam Kidd as vice chairman for the 2022 calendar year and adopted the board's 2022 Rules of Procedure.
The actions came after Dr. Eric Workman, identified in the record as county administrator and clerk of the board, called the meeting to order, led the pledge and offered the invocation. Adam Kidd moved to nominate Randy Johnson as chairman; Stephen Kelley seconded and the motion passed. With Johnson presiding, Stephen Kelley moved to nominate Adam Kidd as vice chairman; Keith Costello seconded and that motion also passed.
The board voted unanimously to adopt its 2022 Rules of Procedure, then approved amended bank resolutions to add the signatures of Chairman Randy Johnson and Vice-Chairman Adam Kidd. The board also reaffirmed the county administrator and deputy county administrator as authorized agents on county accounts.
By a single omnibus motion to reappoint and appoint, the board filled several local positions: Randy Johnson (and alternate Keith Costello) were named to the District III Governmental Cooperative for a one-year term through Dec. 31, 2022; James Starks and John Babbitt were named to the Economic Development Authority for four-year terms through Dec. 31, 2025; and Randy Johnson was appointed to the Joint Public Service Authority for a two-year term through Dec. 31, 2023. Dr. Eric Workman was appointed to the Mount Rogers Transportation Citizen Participation Committee for a two-year term (through Dec. 31, 2023) and, with Randy Johnson as alternate, to the New River Valley Criminal Justice Board for a four-year term through Dec. 31, 2024.
The board appointed Keith Costello and Stephen Kelley to the Service Authority and Tiffany Carter to the Bland County Public Library Board of Trustees, each for four-year terms through Dec. 31, 2025. Stephen Kelley, Michelle Cantrell and Melinda Litton were appointed to the Social Services Board for four-year terms; David Dillow and Chris Sutphin were appointed to the Wireless Authority for four-year terms. Appointments to the Planning Commission, Recreation Committee and the Zoning Appeals Board were tabled.
The 2022–2023 budget calendar was presented for review. Paul Cassell, recorded as county attorney, was noted as available to advise on the Statement of Economic Interests. Stephen Kelley moved to adjourn; Adam Kidd seconded and the meeting was adjourned.
