The Delaware County Excise Board on Jan. 14, 2026, approved a slate of monthly estimates of needs and appropriations covering highway, fire department and special funds and approved a corrective transfer into the county grant fund, the board's minutes show.
Vice-Chairman Steve Odle moved to approve the minutes of the Dec. 10, 2025 meeting and the board voted unanimously after Chairman Doug Smith seconded the motion. Odle then moved, and Smith seconded, approval of the Monthly Estimate of Needs and Request for Appropriations that list numerous line items across Highway, PACT, fire departments and special funds.
The minutes detail a Highway subtotal of $310,343.32 and a PACT subtotal of $53,331.44. The document also records larger single entries that the board approved on the consent motion, including a $300,000 sheriff funding assistance grant, a $402,500 road-use agreement payment and a $37,500 opioid abatement settlement allocation. The total of the appropriations and fund items listed in the minutes is $686,101.28.
Under Agenda #3 the board approved a corrective transfer of $26,924.50 from account 1102-6-4100-2005 (Highway M&O, District 1) into account 1425-6-0800-2005 (Grant Fund). The minutes describe the action as an "error correction." The motion was made by Vice-Chairman Steve Odle and seconded by Chairman Doug Smith; the minutes record that "all voted aye. Motion carried."
The board also reviewed and approved the Delaware County Health Department Estimate of Needs and Financial Statement for fiscal 2025โ2026, again by motion of Odle and seconded by Smith with unanimous approval recorded.
The minutes note there were no members of the public present for Agenda #6. Under Agenda #7 the board approved a motion to adjourn at 8:40 a.m. and the minutes include signature lines for Doug Smith and Steve Odle with attestation by County Clerk Barbara Barnes.
The top of the minutes states the agenda was posted Jan. 12; the published text lists the posting year as 2025 while the meeting occurred Jan. 14, 2026. The board's minutes do not explain that discrepancy; the article reports the dates as they appear in the official minutes.
