The Spencer County Fiscal Court voted on several motions at its Feb. 15 meeting, approving equipment purchases, personnel actions and service contracts.
The Court unanimously approved purchasing a 2021 Ford Transit van for the coroner from Bill Collins Ford for $25,690.35 after Esq. J. Moody presented three quotes. The purchase was ordered by roll call vote (mover: Esq. J. Moody; second: Esq. Travis) with all members present voting "Aye."
The Court approved ServPro cleaning of the Circuit Clerk's office to address indoor-air findings from Chase Environmental. The Administrative Office of the Courts (AOC) agreed to reimburse the county for the estimated $4,316.32 cost. Motion to contract with ServPro passed by roll call (mover: Esq. Brewer; second: Esq. Beaverson) with all present voting "Aye." The AOC provided a project authorization letter requiring completion by May 15, 2021 to ensure reimbursement.
On personnel, the Court ordered the hiring of Tyler Wilkerson as a full-time employee at the recycling center at $13.00 per hour, pending a drug screen and background check. The motion (mover: Judge Riley; second: Esq. Travis) passed by roll call; the minutes record Esq. J. Moody and Esq. M. Moody voting "Nay" while the remaining members voted "Aye." The minutes note Wilkerson is the brother of Animal Control Director Nick Wilkerson.
The Court approved entering a leased VoIP phone system with KY Tech, at approximately $1,293.08 per month, after discussion about internet-speed needs and potential savings. Motion (mover: Esq. Beaverson; second: Esq. M. Moody) passed by roll call with all members voting "Aye." Documents presented compared proposals from AT&T, Matrix Integration and KY Tech and included equipment and recurring costs.
Zoning decisions included approving a rezoning request for a 4.751-acre tract owned by Nathan and Jennifer Baker (AG-1 to R-1) based on the Planning Commission recommendation (Esq. Travis recorded a dissenting "Nay"). The Court approved a rezoning for Georgi Herndon (R-1 to R-3) at 948 Van Buren Road. The Top Flight Development request (12.7 acres, Hochstrasser Road) was returned to the Planning & Zoning Commission for additional review under Ordinance 14-2010 (road-widening for developments).
Other approvals: the Judge was authorized to execute provisions for a Deceased Farm Animal Removal grant (KADF DAR); the Court approved courthouse floor restoration work for $1,112; and the Court declared a 2003 Chevrolet Tahoe surplus for public auction. The Court also reviewed and approved the invoices/register and transfers presented in the meeting packet.
Most motions were carried by roll call vote as recorded in the minutes. Where the minutes record individual aye/nay votes, they have been summarized above. The Court adjourned at 8:48 p.m.
What comes next: Items that require follow-up include the KY Tech implementation plan (internet upgrades for some offices), the recycling-center onboarding and required pre-employment checks for the new hire, and the AOC reimbursement process for ServPro work (project completion and invoicing).
