Simpson County Fiscal Court approves grant application, road discontinuance and budget transfers
Summary
At its Oct. 4 meeting the Simpson County Fiscal Court unanimously approved a Regional Development Agency grant application, discontinuance of VFW Road, a 5-year solid-waste plan, equipment bid actions, budget and cash transfers and acceptance of a reduced sheriff tax collection rate requested by Simpson County Schools.
Simpson County Fiscal Court met Oct. 4, 2022, at the Simpson County Historic Courthouse and approved a slate of administrative and fiscal actions, including authorizing a Regional Development Agency Assistance Program (RDAAP) application and routine budget transfers.
The court approved Resolution 2022-10-04RDAAP to authorize the Franklin–Simpson Industrial Development Authority to file an RDAAP proposal with the Kentucky Department for Local Government for up to $300,000 toward the Powell Drive project. The motion was made by Magistrate Scott Poston and seconded by Magistrate Myron Thurman and carried unanimously.
The court also approved a Kentucky Public Employees' Deferred Compensation Authority joinder (Resolution 2022-10-04KDC), accepted bids for two 10-foot 2012 Bush Whacker mowers ($414.50 each) and a 1980s Model 580K Case backhoe ($100), and rejected bids on a 1999 Dodge Ram 1500 and a 1999 GMC Sierra 1500. Magistrates approved the items by motion with unanimous votes.
On infrastructure and regulatory matters the fiscal court approved the discontinuance of VFW Road following a duly advertised public hearing held under KRS 178.070 and approved the county’s 5-Year Solid Waste Management Plan after a public hearing conducted under KRS 224.43-345. Both motions authorized the county judge to sign any required documents.
The court approved Motorola Emergency Communication Equipment Change Order 01 totaling $65,500 and authorized Director of Emergency Management Robert Palmer to sign; the county’s share is half ($32,750), pending corresponding action by the City of Franklin. The court approved cash transfers of $6,864.06 from the Federal Grant Fund to the General Fund and $75,000 from the General Fund to the Jail Fund, and a budget transfer moving $6,190 from the transfer reserve (01-9200-999) to other county properties (01-5085-334).
Fiscal Court also approved bills and claims as submitted, with vendor and payroll lines recorded in the meeting record. All motions noted in the record carry the notation “Yes—All,” indicating unanimous approval. The court adjourned at 9:16 a.m.
The Motorola change order requires action by the City of Franklin to fully obligate the cost; the RDAAP application will be filed by the Franklin–Simpson Industrial Development Authority as the next procedural step.
