Dickson County Commission approves rezoning requests, raises procurement threshold and sets multiple 35 mph speed limits

The Dickson County Commission met July 19, 2021, at the Dickson County Courthouse and approved a slate of routine actions, including reappointments, zoning changes, procurement rule adjustments and several speed-limit decisions. Chairman and County Mayor Bob Rial presided; the meeting began at 7:00 P.M. and adjourned at 7:27 P.M.
The commission reappointed Ken Nafe to the Sanitation Board and Wilson Overton to the Audit Committee for three-year terms. Commissioner Johnnie Reed moved to reappoint Nafe, Commissioner James C. Dawson seconded; Commissioner Randy Simpkins moved to reappoint Overton and Commissioner Becky Spicer seconded. Both motions passed by unanimous aye voice votes.
In its formal business the commission ratified judicial appointments recommended by Judge Monsue, approving B.J. Gafford and Kendra Clayborne for terms ending Dec. 31, 2022 (Resolution 07-2021-01). The body also approved Resolution 07-2021-02 to raise the threshold that triggers public advertisement and sealed competitive bids for nonemergency, nonproprietary purchases to $25,000 where a county has a full-time centralized purchasing agent; Commissioner Jeff Eby moved and Commissioner Randy Simpkins seconded the measure, which passed unanimously.
On property and land-use matters the commission voted to retain title to tax-acquired property at 222 Church St. (Map 103M/103N, Parcel 11.00) that the county was declared highest bidder on at a delinquent tax sale for $225,325.83. The resolution authorizes demolition, design and solicitation of construction bids to use the parcel for a farmers market (Resolution 07-2021-03). The commission also approved multiple zoning amendments submitted by Mr. and Mrs. Gary M. Hatton: rezoning Parcel 091.00 (32.07 acres on Cambridge Blvd., Tax Map 129) from R-1 to A-1 (Resolution 07-2021-05); rezoning Parcel 085.00 (219.7 acres on Black Road and Pomona Road, Tax Map 129) from R-1 (PUD) to A-1 (Resolution 07-2021-06); and rezoning a 28-acre portion of Parcel 085.00 from R-2 (PUD) to A-1 (Resolution 07-2021-07). All three rezoning motions passed by unanimous voice votes.
The commission approved a set of speed-limit actions following recommendations from the Sheriff’s Department and the Highway Department. Resolutions set 35 mph limits on Daniel Lane (07-2021-08), Harris Hollow Road (07-2021-09) and directed installation of speed-limit signs on Abiff Road (07-2021-10); each of these passed by unanimous voice votes. After a rules suspension the commission considered Resolution 07-2021-11 to set a 35 mph limit on Westcott Road (intersection with TN-47). Commissioner James C. Dawson moved the resolution and Commissioner Jeff Eby seconded. The motion passed by an 8–3 voice vote; Commissioners Becky Spicer, Danny Williams and Johnnie Reed voiced nay votes.
The meeting included administrative items: the Sheriff’s Department and Road Department were asked to inspect Church Road in Sylvia and bring findings to the August work session, a list of notary commissions submitted by County Clerk Luanne Greer was approved, and the commission set its next regular meeting for Aug. 16, 2021, at 7:00 P.M. in the Buford L. (Booty) Reed Jr. County Commission Chamber.
