Alpena County Central Dispatch Committee recommends multiple dispatch policy updates

The Alpena County Central Dispatch Committee voted Jan. 15 to approve or recommend a package of updates to dispatch policies and to set its 2026 meeting schedule.
Director Kim Elkie told the committee that the changes discussed in October included EMS-related suggestions but that the policy under discussion is a law-enforcement policy; Elkie said, “the policy presented today is the same policy presented in October and is recommended for approval in its current state.” Following that explanation, Rory Sherwood moved to approve the Cancellation of Law Enforcement Call Policy; Anthony Utt supported the motion and it carried, recorded as Action Item #1 recommending approval.
The committee also moved to delete the Calls Received At Law Agency or Secondary PSAP Policy. Sheriff Erik Smith moved the deletion, Rory Sherwood supported it, and the motion carried. The committee recorded that recommendation as Action Item #2.
Members approved a series of EMS-related policy updates. EMS Representative Andy Marceau moved, with support from Rory Sherwood, to approve the Dispatch of Ambulance Policy as amended; the motion carried and is recorded as Action Item #3. Rory Sherwood and Eric Hamp moved and seconded approval, respectively, of revisions to the Telephone Problems Policy; that motion also carried (Action Item #4). Sherwood moved and Marceau supported approval, as amended, of the Cancellation/Downgrade of EMS Units Policy; the motion carried and is recorded as Action Item #5.
The committee approved routine meeting administration items earlier in the session: Commissioner Lucille Bray moved to approve the agenda with support from Sheriff Erik Smith, and Nick Harrison moved to approve the Oct. 16, 2025 minutes with support from Rory Sherwood; both motions carried.
Why it matters: the policy updates clarify which protocols apply to law-enforcement calls versus EMS responses, remove a policy governing secondary PSAP handling that the committee decided to delete, and update telephone and EMS-unit procedures used by dispatchers and field responders.
