Sumter County council OKs $700,000 fund‑balance use to renovate Magnolia Building

Sumter County Council unanimously approved Ordinance #22-982 on second reading Dec. 13, authorizing up to $700,000 from the county’s fund balance to help pay a contract bid for renovation of the Magnolia Building on N. Magnolia Street.
County Administrator Gary Mixon presented the proposed amendment, saying the $700,000 would be added to other funds to complete the renovation and create space to move several county offices, including Probation and Parole, the Department of Juvenile Justice, Clemson Extension and Voter Registration. "The $700,000 will be added to other funds to complete the entire renovation," Mixon said during his presentation.
Chairman James T. McCain, Jr. opened a public hearing on the ordinance; no members of the public spoke. On a motion by Vice Chairman James R. Byrd, seconded by Councilman Artie Baker, Council voted unanimously to adopt the amendment at second reading.
The ordinance as approved authorizes staff to draw from the fund balance for the Magnolia Building contract; the county minutes state the project will provide office space and additional storage for Voter Registration and potential future use. The minutes note council’s action was approval to proceed with the amendment but do not list a project timetable or detailed financing breakdown beyond the $700,000 fund-balance authorization.
County Administrator Mixon also said the 2020–2021 audit should be complete by the end of December and that the audit report will be presented to council in January 2023. The minutes record no further public discussion or conditions attached to the budget amendment.
