Whitfield County BOC approves grant applications, ARPA allocations, vehicle and equipment purchases and other routine items
Summary
At the Feb. 13 meeting the Whitfield County Board of Commissioners approved a slate of grants and contracts (including a RAISE planning grant application and an MPO planning grant), ARPA allocations, sub-recipient agreements for nonprofits, contractor change orders, multiple SPLOST-funded equipment and vehicle purchases, and accepted property conveyances and a hazard mitigation plan.
At its Feb. 13, 2023 meeting, the Whitfield County Board of Commissioners approved multiple resolutions, contracts and purchases covering transportation planning, ARPA spending, public safety vehicles, public works equipment and other routine county business.
Key votes included a 4-0 resolution authorizing staff to apply for a 2023 RAISE planning grant to support planning for the Dawnville Road Bridge (Whitfield County is designated rural for the grant and staff said the project is eligible for 100% federal funding with no local match). The board also approved the Greater Dalton Metropolitan Planning Organization's request to apply for $250,000 in FHWA planning funds (20% match, max $50,000). Commissioners approved a corrected contract for the University of Georgia Extension Office to correct a budget amendment error and to re-authorize a previously vacated position.
On county spending, the board approved $1,026,944 in ARPA funding to cover various 2022 expenditures (roughly $1,019,444 for unrestricted general government items and $7,500 for restricted air-filtration engineering). The board also approved using ARPA funds for a one-year Motorola service agreement costing $271,820.80 and approved sub-recipient agreements with local nonprofits that will receive program funding under prior ARPA awards.
The board moved forward on several capital and procurement items: acceptance of a warranty deed from Whitfield County Schools conveying Trailblazer Lane in front of North Whitfield Middle School; approval of a .37-acre quitclaim to Ricky Brown; ratification of a Georgia Mountains Regional Commission contract for digital orthophotography ($22,716 for 6' pixel resolution 4-band color infrared imagery covering 312 square miles); and a change order on a Food Bank renovation to address foundation and sewer repairs (county contract contingency to cover most costs; Food Bank to cover balance).
Public Works actions included awarding a crushed stone bid to Vulcan Materials (up to $150,000), declaring several older units surplus for auction, and approving SPLOST-funded purchases for two Ford F-250 utility trucks ($121,698 total), two John Deere tractors with mowers ($281,360 total), and two Purpose Built boom mowers ($437,350.50 total). The Sheriff's Office was authorized to purchase 25 vehicles (mix of Dodge Durango models) at a total cost of $1,046,447.50 using SPLOST funds. The board also approved participating in national opioid litigation settlements and approved the 2022 Hazard Mitigation Plan.
All motions in the minutes were recorded as approved unanimously (4-0). The next procedural step for several items is administrative follow-up (grant submittals, contract execution, schedule for equipment delivery, and monitoring of ARPA sub-recipient compliance).
