Parma Heights establishes new reserve funds and approves NEORSD cost-share

Parma Heights City Council on Nov. 24 approved two new dedicated funds intended to manage employee leave liabilities and payroll stability and authorized a regional sewer cost-share agreement.
Ordinance No. 2025-87 established a "Compensated Absences Fund" and Ordinance No. 2025-88 created a "Payroll Stabilization Fund." Both ordinances passed after motions and unanimous roll-call votes. The funds are accounting mechanisms that the administration and finance department will use to record liabilities and budgetary stability measures; no dollar amounts were specified during the meeting.
Council also approved Resolution No. 2025-99 authorizing a community cost-share agreement with the Northeast Ohio Regional Sewer District (NEORSD). Council suspended the rules to consider the resolution on first reading and voted to pass it by unanimous roll call.
