Franklin County Fiscal Court approves appointments, bonds and jail communications contract; denies Constable 2nd District bond pending documents

FRANKFORT, Ky. — The Franklin County Fiscal Court at a Jan. 3 work session approved a slate of routine personnel actions, bond approvals and a contract for inmate telecommunications while deferring approval for one constable bond because paperwork was incomplete.
The court, presided over by Judge Michael Mueller, voted to approve minutes from the Dec. 16, 2022 meeting and a Fiscal Court Order appointing county employees. The court also approved a Fiscal Court Order setting compensation for the deputy judge/executive and staff. Motions on those items were moved and seconded by magistrates on the record and carried with the court's recorded votes in favor.
Squire Sherry Sebastian moved, and Squire Scotty Tracy seconded, a motion appointing Jon Mitchell as County Road Supervisor for a two-year term beginning Jan. 3, 2023; the court approved the appointment. The court also approved a general-fund budget transfer of $25 for fiscal year 2022–23 and accepted the treasurer's report.
A sequence of motions approved bonds for county officers, including the Judge/Executive, County Clerk, Sheriff, Jailer, and Coroner and deputies, and for several constable districts. The court recorded votes in favor for those motions. A motion to approve the bond for Constable 2nd District to Bob Davis, moved by Squire J.W. Blackburn and seconded by Squire Richard Tanner, was recorded in the minutes but was "denied until other documents are provided," according to the meeting record.
The court authorized a Fiscal Court Order allowing the jailer to accept bond-release fees in accordance with KRS 431.5305.
On procurement, the Fiscal Court voted to award the jail's inmate telephone and tablet services contract to Combined Public Communications, LLC/CyberPath Services, LLC. The contract award was moved by Squire Kelly Dycus and seconded by Squire Sherry Sebastian and was recorded as approved.
The meeting, which began at 5:01 p.m. and adjourned at 6:20 p.m., also recorded that the county's judge/executive and all magistrates were sworn in at ceremonies earlier that day by Franklin County Circuit Judges Phillip Shepheard and Kathy Mangeot. County Attorney Max Comley and Clerk Jeff Hancock were listed as present.
The court did not provide additional financial amounts for the treasurer's report or further details about the inmate-services contract in the record. The court recessed business after the procurement and fee authorizations and voted to adjourn.
The Fiscal Court will next meet on the dates adopted for 2023; Squire Sebastian requested moving the Aug. 9 session to Aug. 10 at 5:00 p.m., and the court agreed.
