County rebids airport t-hangar, tables Bay Leasing lease and approves postage leases, grounds-use update and several consent items

At its Feb. 10 meeting the Alpena County Finance Ways & Means Committee addressed several administrative and airport-related items.
Airport and t-hangar: Administrator Jesse Osmer reported that an awarded FAA t-hangar bid could not be executed on the original timeline because the federal review took roughly 135–138 days; as a result, pricing changed and the county will rebid the project. The committee approved RS&H to begin the rebidding process for the airport t-hangar project; Commissioner Todd Britton recorded an abstention on that vote. Separately, commissioners moved to approve a lease agreement with Bay Leasing for an airport facility but then rescinded that motion and tabled the lease pending additional information.
Postage meters and leases: Osmer presented two Pitney Bowes postage meter leases—one for the Prosecutor’s Office and one for the Register of Deeds—for two county buildings. The committee recommended approving both leases; each meter carries a 60-month term billed quarterly at $467.85 as presented.
Use of county grounds policy: The committee approved an updated 'Alpena County Use of County Grounds' policy clarifying that no political activity—such as campaigning or collecting signatures—may occur inside county buildings or on building entrances/exits or related walkways during business hours. The policy text on page one was corrected to state that insurance 'will' be required rather than 'may' be required.
Consent calendar and committee minutes: The committee recommended approval of the consent calendar items, which included Central Dispatch Committee meeting minutes and several recommended policy changes for Central Dispatch (cancellation of law enforcement call policy; deletion of a calls-received policy; amended ambulance dispatch, telephone problems, and EMS downgrade policies). The Personnel Committee recommendation to appoint Kristie Morlan to the Parks & Recreation Commission (term through Dec. 31, 2027) and to proceed with hiring a Dt./Sgt. for the Sheriff’s Office were also advanced for full-board consideration.
Next steps: County staff will collect the additional information requested on the Bay Leasing airport lease and return to the committee or full board as appropriate; the RS&H rebid process will proceed; the county clerk and appropriate departments will administer the approved postage leases and updated policies.
