Downtown Waycross Development Authority seeks preapproved access to $250,000 SPLOST allocation

Representatives of the Downtown Waycross Development Authority asked the Ware County Board of Commissioners on Dec. 9 for an intergovernmental agreement that would let DWDA submit applications for payment directly to the county instead of appearing before the commission for each disbursement.
Commissioner Jerry Pope, the commission’s ex-officio member to DWDA, said the authority was budgeted $250,000 in the 2022 SPLOST referendum. DWDA Board Chairman Katherine Taylor and Director Laura Dixon described planned projects including preserving a caboose at the Depot with interactive kiosks for school groups, an adult-oriented kiosk highlighting downtown attractions, and a rail-fan camera system that streams a 24/7 live feed for viewers worldwide.
DWDA board member Jack Lott noted ongoing preservation needs at the historic Depot, including sealing brick and mortar to prevent moisture intrusion. Accounting Supervisor Beverly York said funds are available now and that, under the proposed agreement and exhibit, DWDA could submit applications for preapproved projects and receive county payment within 10 days. Assistant County Attorney Jennifer Herzog explained that the preapproval process would remove the need for DWDA to appear before the commission for each payment request.
The commission added the intergovernmental agreement to the regular meeting agenda for later consideration.
