Supervisor Walter T. Bailey moved to adopt the ordinance and Supervisor Tony Reeves seconded; a roll-call vote recorded six ayes with Supervisor Garland H. Hamlett, Jr. absent.
The board emphasized the rebate does not immediately lower the county tax rate; Supervisor Reeves clarified the action is a distribution of solar-related receipts rather than a rate reduction. Chairman Gary D. Walker said the county hopes to lower the tax rate once solar payments become more steady. The ordinance directs that the rebate be shown on tax bills under the label "Solar Rebate," and county staff said the funding source is the solar revenue the county currently receives from Dominion Energy.
The ordinance takes effect per the county clerk’s processing and will be reflected on upcoming tax bills. No amendment or dissent was recorded at the meeting. The board adjourned after completing the vote.
