Jasper County approves 28E agreement with Newton for Rail Park development services

The Jasper County Board of Supervisors on Feb. 24 approved a 28E Agreement with the City of Newton to provide joint development services for the Newton Rail Park. The motion, made by Supervisor Talsma and seconded by Supervisor Cupples, passed unanimously (Nearmyer, Cupples, Talsma).
Jeff Davidson, identified in the meeting as JEDCO Director, briefed the board on the purpose of the agreement, saying it is intended to facilitate an easier process for prospective buyers and developers at the rail park. Chairman Thad Nearmyer asked for clarification on annexation and infrastructure provisions in the agreement. The City of Newton had previously approved the agreement at its council meeting on Feb. 16, 2026.
The board did not record additional conditions or alternatives at the time of the vote. The action authorizes county participation in joint development services at the Newton Rail Park under the 28E framework.
