Parma Heights council unanimously adopts package of ordinances and resolutions; K-9 donation accepted

At a special meeting Aug. 15, 2022, Parma Heights City Council unanimously passed multiple ordinances and resolutions — including three animal-code amendments, a six-month moratorium on new car-wash permits, rejection of Nathan Hale stormwater bids, and acceptance of a donated K-9 for the police department.
Parma Heights City Council met in a special session on Aug. 15, 2022, and unanimously approved a batch of ordinances and resolutions that included amendments to the city’s animal-control code, temporary land-use restrictions, grant acceptances and applications, and the rejection of contractor bids for a stormwater project.
Council President Tom Rounds called the meeting to order at 7:01 p.m., and Clerk of Council Barbara Allen read the meeting roster and the texts of ordinances and resolutions by title as required. The council adopted three ordinance amendments by unanimous votes: an amendment to Section 618.10 on animals running at large; an amendment to Section 618.15 on animals in city playgrounds and certain park areas; and an amendment to Section 618.21 prohibiting hunting, poisoning and trapping. Each ordinance was described in the meeting as a third reading before the council voted to adopt it.
The council also voted to reject all bids for the Nathan Hale Stormwater Basin Project and authorized the director of public service to re-advertise for competitive bids and the mayor to enter a contract with the lowest and best bidder once bids are received. Councilman Stavole moved to suspend the rules for the item and the council subsequently approved the ordinance rejecting bids.
On financing and program actions, the council authorized several grant-related steps: acceptance and expenditure of a K-9 donation/grant from the A. RIPEPI Family through Excel K-9 Services, Inc., for the Parma Heights Police Department; execution of a subrecipient agreement with the Ohio Department of Development (ODOD) for the Building Demolition and Site Revitalization Program (nunc pro tunc); authorization to enter into the FY2021 Assistance to Firefighters Grant Program agreement and accept awarded funds; and two resolutions authorizing the preparation and submittal of applications to the Ohio Public Works Commission (OPWC), including authorization for Euthenics, Inc., as municipal engineer to prepare an OPWC grant application.
The council also passed a resolution placing a temporary moratorium, not to exceed six months, on the issuance of permits allowing the operation of car wash establishments within Parma Heights. Another resolution assessed and authorized the city to record the cost of abating a specified nuisance.
Mayor Nick Gallo thanked council members for holding the special meeting and said, "the plan is to bring the K-9 in possibly next month to introduce Gunny to City Council; I'll let you know when that will be happening." The council adjourned at 7:17 p.m.
