Fleming County approves dispatch upgrades, Ky 911 grant application and wrecker‑service changes

Charlotte Benton, Fleming County Dispatch Director, gave the monthly dispatch update at the Feb. 14 meeting and recommended several operational changes.
Benton reported recent complaints about local wrecker service providers and the need to amend the county's wrecker rotation agreement. The court approved changes to require proof of insurance coverage limits, submission of a fee schedule, annual vehicle inspections overseen by the sheriff, reducing the number of rotating providers to three, and stating a preference for local providers on the rotation.
Benton also requested the court authorize applying for Ky 911 grant funds to purchase a new phone system for 911 operations; the minutes record an estimated phone‑system cost of $70,000 and a required 10% local match. The court approved applying for the grant. Separately, the court approved a one‑time $3,000 fee for the Zello phone application to allow radio/phone communications between emergency services and dispatch.
These measures were approved unanimously and are intended to strengthen dispatch communications and oversight of contracted wrecker services.
