Committee authorizes moonlighting policy for county employees

The Personnel Committee on Aug. 5 recommended approval of a Moonlighting Policy aimed at managing conflicts when county employees hold second jobs.
County Administrator Jesse Osmer said some county employees have secondary employment and in some cases those roles — for example contracting with or working for another unit of government within the county — could create conflicts. The committee emphasized the policy would apply to hired staff, not elected officials. Commissioner John Kozlowski moved and Commissioner Todd Britton supported recommending the policy; the committee carried the motion and authorized the County Administrator and Human Resources to create the required employee disclosure form and handbook language (Action Item #4).
The minutes do not include the policy text, the process for reviewing disclosures, or any enforcement provisions; those details were left to HR and the administrator to draft with final approval anticipated from the county attorney.
