Ware County approves temporary insurance MOU for Downtown Waycross Development Authority director

The Ware County Board of Commissioners voted Aug. 27 to approve a memorandum of understanding that will provide medical and dental insurance to the current Downtown Waycross Development Authority executive director, Savannah Varnadore, through June 30, 2026.
Assistant County Attorney Jennifer Herzog told the commission the county is self-insured and that the MOU must include language requiring the DWDA to reimburse the county for claims because the county pays the first $100,000 of claims. Commissioners discussed who funds the DWDA and who employs the director; Manager James Shubert noted the DWDA handles development and that the director is employed by the DWDA, not the City or County. Commissioner Burse and others said the current director accepted the position in part because of the county-provided insurance.
Commissioner Jon Tindall moved to approve the MOU allowing insurance coverage for the current director, Savannah Varnadore, with Commissioner Timmy Lucas and Commissioner Leonard Burse joining as seconders; the motion included the condition that the county will notify DWDA that insurance will not be offered after the fiscal year ending June 30, 2026, and that if the director terminates employment before that date, the county will not extend the insurance to a successor. The motion passed unanimously.
