Ware County hearing advances rezoning request for 16‑unit Wacona Heights project

Chairman Elmer Thrift presided over a public hearing July 14 in Waycross where Interim Planning Director Dustin Minchew presented a rezoning request from Blackgate Capital, LLC to change Lots 1–3 of Wacona Heights Phase 1 from R‑90 to R‑50 so a 16‑unit, two‑story residential building can be constructed.
Minchew said the Waycross‑Ware County Planning Commission unanimously approved the request at its June 12 meeting. Reggie Yesufu, representing Blackgate Capital by telephone, said the company intends the units “for the working class, not high end or Section 8.”
Commissioner Jon Tindall asked whether the planning office had received any calls opposing the rezoning; Minchew said none. Commissioner Leonard Burse noted that under current zoning the site could support 10 units and that rezoning would allow an additional six units to make fuller use of the property.
No members of the public spoke for or against the rezoning during the hearing. The board added the item to its regular meeting agenda for consideration on Aug. 11, 2025.
Next steps: the planning and zoning matter will return to the Board of Commissioners at its regular meeting on Aug. 11 for final action.
