Tift County moves forward with EB Hamilton Phase 1B after value engineering; cost trimmed to $8.04 million

The Tift County Board of Commissioners on Sept. 3 reviewed the notice of award for EB Hamilton Phase 1B and indicated it will place the item on the Sept. 9 consent agenda.
County Manager Jim Carter said three bids were opened on July 17 and LRA Constructors Inc. was the low bidder with a base bid of $8,790,064. "County staff has worked with LRA to value engineer the project," Carter said, and the revised contract amount is now $8,041,007 after removing the construction of a maintenance building and making other substitutions. Carter said the maintenance building will be bid separately.
Carter also told commissioners the combined construction costs for Phase 1A and 1B total about $10.5 million, prompting an amendment to Watkins Engineering's April 2022 addendum to reflect the larger construction estimate. The county expects additional engineering costs of $358,689.65 to be funded from SPLOST VI, ARPA and reserves.
The board indicated its desire to place both the notice of award to LRA Constructors and the amended Watkins Engineering addendum on the Sept. 9 consent agenda for formal consideration. No formal vote on these items was recorded at the workshop.
If approved at the regular meeting, the county will proceed with the reduced-scope Phase 1B contract and advertise the maintenance building separately, per Carter's report.
