Coffee County commissioners approve appointments, contracts and multiple construction and procurement bids

At its July 3 meeting the Coffee County Board approved board appointments, a series of service contracts and multiple construction and procurement bids — including a new administrative building contract and the low bid for demolition of the old Elections office — all by unanimous vote.
The Coffee County Board of Commissioners on July 3 approved multiple board appointments, service contracts, and construction and procurement bids, voting unanimously on each item.
Among the approvals were board appointments expiring June 30, 2023 for Unison Behavioral Health (Joanne Lewis, Brannen Pruett), the Library Board (Sylvia Stone), Family & Children Services (Jenny McIver), tax assessor posts (Ben Vickers, Nathaniel Smith), the Georgia Forestry Board (Wade Tanner) and the Planning and Zoning Board (Marvin Knight). The Commission also approved a $20,000 Unison Behavioral Health County Participation contract for mental-health and substance-abuse services and an accompanying lease agreement for 1005 Shirley Avenue under which Unison maintains the building interior and the county maintains the exterior.
The board approved several intergovernmental and service agreements with the Southern Georgia Regional Commission: a $1,500 annual contract to maintain Elections GIS mapping and a $2,000 annual contract to maintain the county’s E-911 roads and address mapping (quarterly updates). In Juvenile Court the Commission approved a Guardian ad Litem contract for $14,400 and an Indigent Defense Representation contract for State Court at $24,999.96.
On procurement, the Commission awarded the grading and drainage improvements for Phelps Road to Burke Paving Company, Inc. for $46,897.50; accepted the low bid of $95,796 from Anderson Ford for two pickups for the Road Department (to be paid from SPLOST funds); approved the low demolition bid from Spires Construction for $25,000 (a recommendation letter from Vic Suttles was introduced); and accepted the low bid of Charles E. Lewis Construction, Inc. ($4,958,569) for a new administrative building, to be funded mostly from excess SPLOST VI with TIA funds available for parking lot construction.
All motions related to the items above were seconded and passed unanimously. County Administrator Wesley Vickers presented the agreements and bids; commissioners routinely asked no substantive follow-up questions during the approvals.
The Commission also approved the minutes and agenda at the start of the meeting.
