Coffee County authorizes up to $100,000 to help cover City of Douglas Head Start expansion overruns

The Coffee County Board of Commissioners on Dec. 19 authorized the chairman and vice-chairman to review construction plans with the contractor and to commit up to $100,000 to help cover cost overruns on a City of Douglas Head Start building expansion.
County Administrator Wesley Vickers told commissioners the City of Douglas received an FY 2022 grant for classroom and kitchen additions but the project is now $400,000–$425,000 over budget. Vickers said earlier county and local commitments had included $100,000 from the county and $150,000 from the school board. County staff proposed revising contributions so the City of Douglas would provide $200,000, the county an additional $100,000, the Economic Development Authority $100,000, and the Board of Education $50,000.
Vice-Chairman Kitchens said he believed the county should be involved in value engineering the project before committing more funds. Vickers placed a call to Georgia Henderson of the City of Douglas and the commission discussed the project with her. The board then voted to authorize Chairman Ted O'Steen and Vice-Chairman Kitchens to review the project with contractor Ron Lewis and to commit funds as necessary up to $100,000; Commissioner Johnny Wayne Jowers made the motion, Commissioner Oscar Paulk seconded, and the motion passed unanimously.
The commitment authority gives county leadership the ability to provide up to $100,000 in additional local funding for the Head Start expansion, contingent on the subsequent review and final agreements; the commission did not adopt a formal contract amendment at the special meeting.
