Board approves polling‑place move, three telecom permits and several county resolutions

The board voted unanimously to move the Drakes Branch polling place to 4801 Drakes Main Street, Drakes Branch, a change the resolution says complies with Virginia Code §§24.2‑306, 24.2‑310 and 24.2‑310.1. Supervisor Garland H. Hamlett moved the resolution and it passed on a roll call with all members voting Aye.
On telecommunications permits, the board approved Viasat’s conditional‑use permit (motion by Supervisor Robert L. Shook Jr.) and Verizon’s conditional‑use permit (motion by Supervisor Walter T. Bailey), both carried with all members voting Aye. The board also approved US Cellular’s permit (motion by Supervisor Will Garnett); Supervisor Tony Reeves abstained and all other members voted Aye, allowing the application to pass.
The board adopted a resolution accepting title to a narrow strip of surplus property conveyed by the School Board adjoining J. Murray Jeffress Elementary (Roanoke Magisterial District) that includes a communications tower; the chair was authorized to sign a Certificate of Acceptance for recording.
The board also approved two resolutions honoring longtime Planning Commission member Clark Poindexter for 21 years of service and recognizing Heather Harding for volunteering to assist the Charlotte County Electoral Board during a registrar transition. Both resolutions were approved by motion of Supervisor Will Garnett and carried unanimously.
Financial business included approval of FY2023 invoices totaling $438,618.55 and a second set of invoices received after the February meeting totaling $13,275.26; both motions passed with all members voting Aye.
The board gave administrative direction consistent with the foregoing approvals, and asked staff to notify the Electoral Board and the State Board of Elections of the polling‑place relocation.
The meeting adjourned after the board discussed next steps for budget modeling related to solar revenue.
The board’s formal actions recorded April 10 will be reflected in the county minutes and transmitted to the Electoral Board and other agencies as noted.
