VDOT updates bridge schedules; residents press county to fix Tall Pines Lane
Summary
VDOT told the Board of schedules for detours and bridge projects, while local residents petitioned for repairs to Tall Pines Lane and raised other service complaints. Tri-County Community Action Agency announced a new Infant and Maternal Health Coalition and local office hours.
VDOT told the Charlotte County Board of Supervisors on Sept. 11 that the Keysville detour is scheduled to end Sept. 19 and outlined timelines for several bridge projects and local paving plans while residents pressed the county on road conditions.
Scott Frederick of the Virginia Department of Transportation reported that Route 92 bridge construction is slated to begin in April 2024 and will take approximately two years to complete, Thorntons Mill Bridge replacement will start in December or January with completion expected in Spring 2024, and Route 642 (Mossingford Bridge) is still in planning. Frederick said crews are mowing and making dry runs for snow equipment and that Double Bridges Road is scheduled for paving in Spring 2024 after weekly checks. Supervisor M. Anthony Reeves asked VDOT to evaluate speed limits on Wards Fork Mill Road, Thornton Mill Road and Rolling Hill Road.
During the public-comment period, resident Robert Newcomb presented a petition asking for assistance to repair and maintain Tall Pines Lane, stating the road is inaccessible to most vehicles and is preventing some residents — including people with disabilities — from obtaining needed services. "The road is inaccessible to most vehicles and it has created a huge problem for the residents," Newcomb told the Board. The Board later scheduled a joint public hearing on a Tall Pines Solar amendment for Oct. 10; no immediate commitment to repair Tall Pines Lane was recorded in the minutes.
Other public commenters included Karen Thompson, who said a county mowing operation cracked her windshield and that she sought reimbursement for her deductible, and P.K. Pettus, who thanked the Board for a Department of Wildlife Resources solar work session and commended work on a contextualization sign for the Confederate War Monument.
Tri-County Community Action Agency representative Petrina Carter reported on TCCAA’s Charlotte Court House office hours (Tuesdays, Thursdays and Fridays, 10 a.m.–3 p.m.), showed photos of recent home-improvement work and said TCCAA joined other organizations to form an Infant and Maternal Health Coalition after Halifax Hospital closed its labor-and-delivery unit; the Coalition is holding monthly meetings and plans a symposium in April.
Why it matters: bridge replacements and detours affect travel and emergency access for residents; petitions about local road conditions and property damage highlight localized service gaps. The Board recorded the VDOT schedule updates for follow-up and set hearings on related land-use and election matters.
What’s next: the Board set public hearings for poultry-facility zoning amendments (Oct. 10) and polling-place relocations (December) and agreed to a joint public hearing with the Planning Commission on the Tall Pines Solar conditional-use amendment for Oct. 10 at 6 p.m., contingent on Planning Commission confirmation.
