Board receives Durham transit work program amendment and ARPA obligation update

Durham County staff presented two items Nov. 4 that affect capital planning and near‑term funding deadlines: a Q2 amendment to the FY25 Durham Transit Work Program that increases the budget by $3,861,058, and an American Rescue Plan Act (ARPA) update outlining Treasury obligation rules.
Brandi Minor, County Transportation senior administrative officer, said the Q2 amendment adds $3,861,058 to the FY25 Work Program. The largest single change is a $3,563,764 increase for Durham Station improvements. Other changes include increased staffing and project management costs, funds for PHEV operations support vehicles, and a Durham Transit Tracker upgrade. Eric Simpson, City of Durham construction project manager, said the Durham Station improvements anticipate a groundbreaking in early 2025 with projected completion in fall 2026.
County Grants Administrator John Keefer reviewed ARPA rules: Durham County received $62,445,275 in ARPA funds; all ARPA funding must be obligated by Dec. 31, 2024 (meaning contracts, grant agreements or positions must be in place), although contracts and grants can be amended through Dec. 31, 2026 and invoices must be paid by 2026. The county may rebid or replace contracts if necessary and may reclassify projects among ARPA categories so long as projects were obligated by the Dec. 31, 2024 deadline.
Board directives included requests for clearer funding source context in CIP materials and highlighting ongoing projects.
