Countywide Planning Commission unanimously approves code revisions to Chapter 2

The Countywide Planning Commission on June 2, 2025, voted 7-0 to approve PLN24-103, a package of revisions to Chapter 2 that removes references to Basin and Subbasin Master Plans and consolidates those materials into the Countywide Comprehensive Plan. Becky Walter moved to approve the ordinance change; Gillian McGinnis seconded the motion.

The commission cited three findings in support of the amendment: that the change is consistent with the code’s purpose and intent because it removes outdated references while creating a more comprehensive regulatory framework; that the amendment aligns the Land Use and Development Code with the consolidated Countywide Comprehensive Plan; and that the amendment conforms to applicable State statutes, specifically C.R.S. § 30-28-101 et seq., C.R.S. § 29-20-101 et seq., and C.R.S. § 24-65.1-101. The approval included a single condition requiring that the final code language receive review and approval from the office of the County Attorney before publication.

The meeting opened at 5:32 p.m. and recorded routine procedural approvals beforehand: the commission approved the May 5, 2025 Summary of Motions (motion by Dan Cleary; second by Steve Alberico) and adopted the meeting agenda (motion by Steve Rossetter; second by Dan Cleary), each by 7-0 votes. There was no new business or consent agenda items. The meeting was adjourned at 5:52 p.m.

The action implements administrative alignment in the county’s land-use documents by consolidating basin-level plans into a single Countywide Comprehensive Plan and directs staff to submit final ordinance language to the County Attorney’s office for legal review prior to formal adoption.
