Ephrata committee recommends council authorize travel to two state conferences, appoint delegates and a Right-to-Know officer

The Ephrata Borough Budget and Finance Committee on Feb. 23, 2026, voted to forward a set of administrative recommendations to Borough Council, including authorizations for official travel to two state conferences, appointments of voting delegates and designation of a Right-to-Know officer.
Mr. Greth, a staff member, confirmed the meeting agenda had been posted at Borough Hall and on the borough website at least 24 hours in advance before the committee moved to approve the agenda. Vice Chairman Mr. Richard moved to accept the agenda as posted and Mr. Ochs seconded; the motion carried unanimously.
On substantive items, the committee said it will recommend that Borough Council authorize the mayor to attend the 2026 Pennsylvania State Mayors' Association Annual Conference and that the borough pay registration, lodging, meals and mileage in accordance with Section 703 of the Pennsylvania Borough Code. The committee also said it will recommend authorization for borough attendance at the 2026 Pennsylvania State Association of Boroughs Annual Meeting with similar expense coverage.
The committee will recommend appointing Vic Richard as the voting delegate and Greg Zimmerman as the alternate delegate for the Pennsylvania State Association of Boroughs’ annual meeting, and will recommend that Borough Council appoint Yvonne Allard as the borough’s Right-to-Know Officer with Stephanie Fasnacht as the delegate for that role. The committee record presents those as recommendations to Borough Council rather than actions taken by the committee itself.
In other business, staff provided copies of the solicitor’s invoices for January and the Check and ACH registers for February and recorded that no further committee action was required. Staff member Karen Gerhart said she will send a special-event invoice to Toys for Tots and advised the former mayor to contact Toys for Tots directly if he wishes to reimburse the organization for costs it incurred.
The committee closed the meeting after Mr. Richard moved to adjourn and Mr. Zimmerman seconded.
