Spencer County Fiscal Court approved multiple parks and public-works items at its July 1 meeting, including a fence replacement at Waterford Park, drainage corrections at Ray Jewell Park (2.0), and a 60-day extension to complete Heritage Hills subdivision road repairs.
The court approved a $3,500 bid from Devin/Devon Heckert for a black chain-link fence after discussion of a washed-out section that created safety concerns around the playground. The motion was made by Esq. Cotton, seconded by Esq. Stump and passed unanimously.
Esq. Eldridge raised persistent drainage problems at Ray Jewell Park 2.0, describing a swale that held water. The court accepted a bid from Owen Plumbing (Frank Owen) for excavation, grading, seeding and straw at a cost of $16,000 (estimate included an additional $3,850 line item for finish grading/seeding). Motion by Esq. Pharris, seconded by Esq. Cotton passed by voice vote.
Separately, in response to a resident’s written request explaining personal and contractor scheduling delays, the court approved a 60-day extension for completion, inspection and approval of the Heritage Hills road repairs. The motion (Esq. Travis; seconded by Esq. Cotton) passed unanimously.
The court directed staff to coordinate contractor schedules, oversee finish grading and verify completion within the extension period and the 12-month condition placed on other development-related actions discussed later in the meeting.
Next steps include vendor scheduling, contract execution and inspection sign-off by county road staff.
