Chair Bill Drury and members Martin Humes, Steve Bowman and Steve Kingsolver approved routine minutes and heard a report from River City Controls on a Supervisory Control and Data Acquisition (SCADA) telemetry system priced at $36,100, to be funded through WRIS project funds. SCSD reported the treatment plant was in full regulatory compliance and that operational adjustments had reduced costs.
The board passed several resolutions on recorded 4–0 votes: Resolution No. 13 to send welcome letters to Top Flight customers outlining new payment and billing cycles; Resolution No. 14 to add Steve Bowman as a signatory on Top Flight accounts; Resolution No. 15 to engage surveyor Tim Phipps for a $1,200 survey of 5.71 acres and a 50-foot access; Resolution No. 16 to authorize the chairman to make day‑to‑day operational decisions; and Resolution No. 17 to authorize HMB to request $677,900 for Phase II contingent upon Fiscal Court approval.
Those actions were approved by the SCSD board on a 4–0 voice vote at the Oct. 1 meeting and were recorded in the meeting minutes attached to the Fiscal Court packet. The SCSD minutes note follow-up items including web‑page options, office space exploration and next steps for operations funding.
