Fiscal Court hires firefighter, rehires seasonal park/golf staff and reappoints water district member

Franklin County Fiscal Court held a closed session on personnel matters at its Feb. 28, 2024 meeting, then approved several appointments and rehires when it returned to open session.

Squire Sherry Sebastian moved, and Squire Eric Whisman seconded, to enter closed session under KRS 61.810(1)(f) for discussions that might lead to appointment, discipline or dismissal of an individual employee; the motion passed unanimously. The court later voted to return to open session by unanimous roll call.

Immediately following the closed session, the court authorized hiring Justin Barber as a firefighter after a motion by Squire Sherry Sebastian and a second by Squire Eric Whisman. The motion passed with all members recorded as voting in favor.

The court approved a block of motions to rehire part‑time and seasonal employees for park and golf operations. Those rehiring motions, moved and seconded principally by Squire Kelly Dycus and Squire Sherry Sebastian in varying order, covered Mark Johnson, Joe Janer, Leah Atha, Kevin McCreary, Steve Parker, Bill Halte, Kat Veerasethkul, James Tucker, Kelton Saylor, Nick Boswell, James Earnest, Wes McClain and Chris McDonald; each motion passed with the full court voting in favor.

Squire Scotty Tracy moved, and Squire J.W. Blackburn seconded, a reappointment of Abner Lipps to the Elkhorn Water District with a term ending Dec. 31, 2027; that motion also passed unanimously.

The meeting record does not specify effective start dates for the hires and rehires beyond the meeting authorization.
