Cory Johnson recused himself from that agenda item. The motion to purchase passed unanimously with one member excused.
The council approved a Green Gable Estates LLC trail easement agreement that must be executed and signed by Tyler Slade before it takes effect, and approved Resolution 2023‑11 to abandon Easement 2002‑469 conditioned on execution of that easement agreement.
For the water system, staff recommended accepting a bid from MMI Tank to replace a main pressure regulator with a pressure vessel at $77,401; the council approved the purchase. Council also renewed the existing Sparklight franchise agreement; the motion noted ongoing discussions about potential service expansion in town.
Motions for these items passed without recorded opposition (Councilmember Lora Jones excused). In the manager’s report, Richards said he met with ADOT about a sidewalk project and is coordinating with APS on lighting, with an anticipated ADOT schedule completion by next summer.
