Sevier County committee approves Centerview site for new solid-waste facility
Summary

The Sevier County Solid Waste Special Committee voted unanimously on Aug. 10, 2023, to accept the first proposed Centerview site for a new solid-waste facility and to move the selection forward for the next procedural steps. Commissioner Warren Hurst made the motion, and Commissioner Kent Woods seconded; the motion passed without objection.
Vice Mayor Bryan McCarter, Assistant County Mayor Matt Rudder and Director of Solid Waste Management and Services Dan King presented an updated site map showing changes to the attendant station location and security-camera placement. McCarter told the committee that, after committee approvals, the Mayor’s Office would enter a contract with Civil & Environmental Consultants, Inc. (CEC) on Friday, Aug. 11, 2023, to advance site work and engineering.
The committee addressed several operational questions tied to the new site. Commissioner Kent Woods asked how staff would provide restroom and lunch breaks for the on-site attendant; McCarter said discussion of attendant policy and logistics is ongoing. McCarter also said a prior request from Commissioner Warren Hurst to examine a “shoot” at the Sevier landfill was determined not to be a feasible or logistical option for the county.
Committee members reviewed the Solid Waste five-year capital plan as part of the discussion. Commissioner Ronnie Allen expressed concern about the Allensville Road site and said he hopes the Centerview project, together with a planned expansion and remodel of the current Allensville Road facility, will address service and capacity issues there.
The committee’s approval of the Centerview site advances a multi-step process: this committee and the Intergovernmental Committee must concur before the Mayor’s Office finalizes the CEC contract and next design steps. The full commission will retain authority over any subsequent land purchases, operational policies and budget approvals.
