Franklin County commissioners approve budget amendments, multi‑year leases, grant application and holiday addition

During its Sept. 18, 2023 session the Franklin County Board of Commissioners approved a series of budget amendments, multi‑year lease authorizations and administrative actions spanning county operations and the Board of Education.
Key decisions included: approving a county highway fund amendment (Resolution 9a‑0923); multiple amendments to the Board of Education general fund budget (Resolutions 9b‑0923 through 9f‑0923); authorization to enter a multi‑year maintenance contract for the Register of Deeds system (9g‑0923); authorization to apply for a VCIF violent‑crime intervention formula grant (9h‑0923); authorization of multi‑year lease‑purchase and maintenance agreements for equipment at the Board of Education, the Sheriff's Office and the Emergency Management Agency (combined 9i‑0923 through 9k‑0923); and approval to add Juneteenth as a county holiday (agenda item p/9p‑0923). The board also approved routine road‑list changes, a TRANE project to repair roofs/windows at county facilities, a package of notary approvals and one zoning board appointment.
Several of the Board of Education amendments were approved by roll call (each vote recorded as unanimous where noted); the highway fund amendment and numerous budget measures passed by voice or roll‑call vote. The board approved a VCIF grant application and authorized the county mayor to sign application and acceptance documents if the award is made.
