Claiborne County Commission approves year-end budget realignments, road additions and local measures

The Claiborne County Commission voted June 27 in Tazewell to approve a slate of year-end budget realignments, add three local roads to the county road list and authorize several small local appropriations as it closed the 2021–22 fiscal year.
Commissioners approved General Fund payroll accruals and multiple fund amendments intended to record expenses incurred through June 30 and to reflect revenue received. Resolution 2022-088 (General Fund payroll accruals) passed on a roll-call vote of 20 for, 0 against; Resolution 2022-090, which realigned additional General Fund line items to reflect new revenue, also passed 20-0. The commission approved fund adjustments in the Highway Fund (Resolution 2022-093) and the Solid Waste Fund (Resolution 2022-094) to cover year-end expenses and to add capital-note proceeds for highway equipment and building needs; the highway fund motion passed 18 for, 2 against, while the solid-waste amendment passed 20-0.
The commission added three roads to the county road list: Wild Ridge Road (Resolution 2022-049, final reading; 20-0), Blacksmith Lane in Speedwell (Resolution 2022-057; 20-0) and Shoffner Cemetery Lane (Resolution 2022-075; 20-0). Each resolution notes the roads are accepted in their existing gravel condition and that Claiborne County’s road superintendent agreed to add them to the county list; Emergency Communications (E911) approved the names.
Other approved items included:
- Resolution 2022-089: Declared a .50-caliber rifle surplus and, as amended, authorized sale with proceeds to be used to buy additional rifles and ammunition for deputies (20-0).
- Resolution 2022-091: Authorized expenditure of $1,500 in city contributions to the Claiborne County Library (Tazewell $1,000; New Tazewell $500) (20-0).
- Resolution 2022-092: Authorized spending of $1,020 in rolled-over donations for the Family Justice Center (20-0).
- Resolution 2022-095: Transferred $1,450 within the Debt Service fund between interest-on-bond line items (20-0).
Several Board of Education budget amendments (Resolutions 2022-083–2022-086) were combined and approved to align local school budgets with state-approved grant budgets and to allocate undesignated fund balance to cover increased medical claims; those items were approved as presented.
A motion to table the ThreeStar Program fiscal-confirmation letter failed; the commission then voted to approve the ThreeStar acknowledgement (Resolution 2022-087) by roll call, 18 for, 2 against (Commissioners Kim Large and Juanita Honeycutt voted no). The letter acknowledges the county’s debt-management policy, the need for annual cash-flow forecasting before issuing debt, and the requirement for documented internal controls.
The meeting adjourned after the scheduled agenda items were completed. County Clerk Karen Hurst and Recorder Jennifer Bryant were listed as present for minute-taking and recordkeeping.
