Materials committee adds compost representative, extends business survey as plan work continues

Charlevoix County’s Materials Management Planning Committee on Nov. 20 announced a new compost representative, flagged a vacancy for a city/village seat and vice-chair, and said it will extend a business survey after finding low responses as staff continue facilities-inventory work and data collection planning.
Jonathan Scheel, chair of the Charlevoix County Materials Management Planning Committee, presided over the committee’s Nov. 20 meeting at the Shirley Roloff Center in Charlevoix.
Mathew Cooke of DPA-Networks Northwest provided the committee’s process update, announcing that Sarah Roy of Norwood Centennial Farms has joined the panel as the compost representative. Cooke said the committee needs to fill a city-or-village representative seat after Tim Nemecek’s departure from Boyne City and that members will elect a new vice-chair at the committee’s next meeting.
Cooke said staff are arranging a site visit with Emmet County Recycling for a future 2026 meeting date and that the Charlevoix Facilities Inventory—developed by Community Planner Isha Pithwa—includes draft listings of drop sites and landfills. Committee discussion focused on clarifying which facilities accept food waste, updating landfill license expiration dates and maintaining the inventory on an ongoing basis.
Cooke also reported variability in municipal data-collection practices and suggested the plan examine local-level data collection in its goals and objectives. He said the MMP business survey has produced a low response rate and will be extended to the end of the year; staff delivered letters by hand to downtown businesses in Boyne City, Charlevoix and East Jordan and will add broader promotion in early December.
Staff said they will seek recycling-contamination data from GFL to better understand the condition of collected recyclable materials. Cooke previewed upcoming agenda items, including review of a Local Units of Government Survey, a SEEDs Organics presentation, a funding mechanisms and siting presentation, and data analysis from RRS.
The meeting included routine procedural approvals: a motion by Kirk Miller, supported by Robin Hissong-Berry, to approve the meeting agenda and a motion by Kirk Miller, supported by Victor VanDeventer, to approve the Oct. 23 minutes; both motions carried unanimously (exact vote counts were not specified). Chair Scheel adjourned the meeting at 11:33 a.m.
