The Harrison County Commissioners voted 3-0 on April 7 to adopt Ordinance 2025-04, establishing a temporary strategic moratorium on high-density residential development. Plan Commission Director Chris Kincade told the board the Plan Commission had recommended the ordinance at its April 3 meeting.
