Barry County commissioners approve claims, adopt emergency and budget-related resolutions in unanimous votes

The Barry County Board of Commissioners voted unanimously Sept. 23 to approve consent items, enter several emergency-management resolutions into the record and accept claims totaling $94,160.54.
Commissioner Bruce Campbell moved to approve the claims and brought the subsequent resolutions and plan approvals forward; motions on consent and each listed resolution were seconded and carried by recorded unanimous voice vote (Ayes: Marsha Bassett, Mike Callton, Bruce Campbell, Catherine Getty, David Hatfield, David Jackson, Jon Smelker and Bob Teunessen).
The consent agenda included approval of the Sept. 9, 2025 minutes; the Airport Commission's commitment of $80,000 toward a parallel taxiway expansion to a 35-foot width (per the Airport Commission Joint Operating Agreement); adoption of county policies #304 (Cash Disbursement Policy), #305 (Vendor & Tax Withholding Policy) and #702 (Smoke and Vape Free Workplace); and removal of the Deputy Administrator/Finance Director classification with a new job description and a pay range for 2025 and 2026. The board recorded the consent motion as moved by Commissioner Mike Callton and supported by Vice Chair David Hatfield.
The board approved claims totaling $94,160.54 on a motion from Commissioner Bruce Campbell, seconded by Commissioner Bob Teunessen.
On separate motions the board:
- Adopted Resolution #25-26 opposing FY26 House budget cuts to county revenue sharing (moved by Commissioner Bruce Campbell; seconded by Commissioner Catherine Getty).
- Approved an updated Emergency Operations Plan for Barry County (moved by Commissioner Bruce Campbell; seconded by Commissioner Jon Smelker).
- Adopted Resolution #25-23 formally adopting the National Incident Management System (NIMS) in Barry County (moved by Commissioner Bruce Campbell; seconded by Commissioner Jon Smelker).
- Adopted Emergency Management Resolution #25-27 (moved by Commissioner Bruce Campbell; seconded by Commissioner Marsha Bassett).
All listed motions passed with the same recorded ayes from the eight commissioners. The minutes do not record individual no votes, abstentions, or additional amendments for these items.
Next steps: the minutes indicate the Healthcare Cost Containment Committee will present health-plan recommendations at the Oct. 14 meeting and the County Attorney will report on contract negotiations at the Oct. 28 meeting. Several items approved on consent (personnel classification change and airport funding commitment) will proceed under normal administrative implementation processes.
