Alpena County approves RRS invoices and enters Phase 3 of materials-management planning

County Administrator Jesse Osmer presented two invoices from Resource Recycling Systems (RRS) covering the Materials Management Planning Phase 2 work program, each for $7,500, and requested approval to pay them. The board approved payment of both invoices by roll call vote.
Osmer also presented a proposal for Phase 3 of the five-county Materials Management Planning program and the board voted to authorize entering Phase 3. During the discussion, Osmer asked the board to authorize either the Board Chairman or the County Administrator to sign and submit contractual invoices for payment (with a copy of the contract); the board approved that authorization.
The approvals were presented as committee recommendations; the board did not alter the scope of the Phase 3 proposal during the meeting. The minutes reflect that authorizing the chair or administrator to sign invoices is intended to streamline processing once contracts are adopted.
