Sumter County Council adopts litter board change, approves two street transfers

At its March 25, 2025 meeting Sumter County Council passed three ordinances on third reading: Ordinance #25-1019 (amending the Litter Advisory Board membership), Ordinance #25-1020 (transfer of portion of Gibbons Street), and Ordinance #25-1021 (transfer of Brookfield Road). All passed unanimously.
Sumter County Council on March 25, 2025 adopted three ordinances on third reading addressing board membership and property transfers.
Ordinance #25-1019 amends Ordinance 21-944 that created the Sumter City‑County Litter Advisory Board by replacing the current Sheriff and Police Department officers serving on the board with two Litter Control Officers now employed by the county and the city. County Attorney Johnathan Bryan presented the ordinance for third reading; Vice Chairman James R. Byrd moved approval, Councilwoman Vivian Fleming McGhaney seconded, and the ordinance passed unanimously.
Ordinance #25-1020 authorizes the transfer of a portion of Gibbons Street to an adjoining property owner. County Attorney Bryan said there had been no changes since second reading; Councilman Charles T. Edens moved approval, Tasha GardnerGreene seconded, and the transfer ordinance passed unanimously.
Ordinance #25-1021 authorizes the transfer of Brookfield Road to the adjoining property owner; presented by County Attorney Bryan, the ordinance passed on a motion by Councilman Edens with Vice Chairman Byrd seconding. The minutes record unanimous votes on all three measures.
Separately, in new business the council granted first reading to Ordinance #25-1023 (an amendment to Ordinance #04-550 to change the appointing organization for one member of the Sumter Development Board); that item passed first reading unanimously and will return for later readings.
