Durham commissioners approve multiple contracts, budget amendment and board appointments; two pulled items cleared

The Durham County Board of County Commissioners approved a package of consent-agenda items and several appointments at its regular session on May 27, 2025.
The board approved Budget Ordinance Amendment No. 25BCC087 to appropriate $277,500 from General Fund balance to cover increased costs related to the county’s 2025 property revaluation. The Consent Agenda also authorized multiple contracts and contract amendments, including a $226,000 contract with Boiler Masters, Inc. to replace air-cooled chillers at the East and North Regional Libraries and a not-to-exceed $395,413.64 contract for a whole-site diesel generator at the Northern Durham Convenience Site.
Other approvals included an amendment with HDR Engineering Inc. of the Carolinas for site generator design ($6,000 amendment for a total contract amount reported as $666,832 in the packet); a contract with Wilson and Cofield Electric Service, Inc. tied to the generator installation; a $53,292.42 contract with Brady Trane Services, Inc. to replace HVAC compressors at the Durham Center for Senior Life; and renewal of a Computer-Aided Dispatch and Records Management Systems contract with Tritech Software Systems (CentralSquare Technologies) for $206,612 for the Sheriff’s Office.
The packet reported property tax releases and refunds for April 2025 with a grand total of $215,520.45 across current and prior years. The board also awarded administration of Durham PreK (RFP No. 25-039) to Early Years as listed in the packet.
Items pulled from the Consent Agenda for public comment included Item 25-0266 (contract with Dana Safety Supply, Inc. for protective vests, $125,775) and Item 25-0289 (pre-planning design services for a new county animal shelter with RND Architects, PA, not-to-exceed $176,715). Members of the public urged different spending priorities — one commenter asked that funds be redirected to homelessness services — and the board approved both items after discussion.
