Brewster County commissioners ratify Army lease, approve generator contract and multiple finance actions

The Brewster County Commissioners Court met Oct. 28 in Alpine and approved a slate of administrative and financial actions, voting unanimously on motions that ratified a lease with the U.S. Army for space at a county emergency facility, authorized a generator maintenance contract and approved several comptroller and treasurer reports and policies.
County Judge Greg P. Henington presented a rental agreement between Brewster County and the U.S. Army for building space at a county emergency facility in Alpine. Commissioner William "Mo" Morrow moved to ratify the agreement; Commissioner Sara Allen Colando seconded. The motion passed, 4-0.
The Court approved an annual subscription and maintenance contract with Cycletek, LLC to service the county's standby generators for Fiscal Year 2026. Commissioner Colando moved to approve the contract; Commissioner Jim Westermann seconded. Motion passed, 4-0.
Comptroller Malynda Richardson presented reports to the Court and commissioners approved the Expenses Paid report, the Receipt Register and the Pending Expense Approval report in separate motions. The Court also approved proposed budget line-item adjustments as presented. Each motion passed, 4-0.
On treasury matters, County Treasurer Julie Morton presented the September 2025 monthly report (final for FY2025); the Court approved the report, 4-0. Judge Henington moved to remove Patty Roach from signatory authority at Brewster County depository banks following Ms. Roach's retirement from the Auditor's position; the motion passed, 4-0.
The Court approved a 2026 fiscal-year list of recurring payments that do not require prior approval and separately approved a list of vendors subject to the recurring payment policy; both passed, 4-0.
An item proposing a ground lease between Brewster County and DSL, LLC for a tourism kiosk in Marathon, Texas, was postponed to the Nov. 12, 2025 meeting. The Court also heard routine departmental reports, including a Road & Bridge superintendent update from Johnny Salcido and a tourism update from Robert Alvarez, who announced the next Tourism Council meeting on Nov. 18 at 1:00 p.m. at the Lajitas Theater.
The Court scheduled its next regular meeting for Nov. 12, 2025, at 9:30 a.m. and adjourned at 11:00 a.m.
