RCGCD adopts rule changes extending verification period and permit deadlines

The Reeves County Groundwater Conservation District adopted amendments to its groundwater rules on Aug. 27, 2024 that change how the district defines a verification period, lengthen that period and extend the deadline for permit applications. The board set the effective date for the amendments as Sept. 1, 2024.
President James Ward opened a rulemaking hearing at 5:01 p.m.; no members of the public spoke during the hearing. Director Cecil Lee moved to adopt the amendments as submitted and Director Nancy Martinez seconded. The motion passed on a 6–0 vote.
District counsel Bill Dugat attended the meeting via videoconference and advised the board on the rulemaking process during the hearing notice, which was posted in advance and made available on the district website and office. The posted notice said changes might be made based on comments at the hearing and that the rules could be adopted with or without change without further notice.
The board’s action closes the rulemaking process and implements the amended verification and permit-timing rules on Sept. 1, 2024. The district did not identify any immediate follow-up actions during the meeting; documents related to the adopted amendments are available from the district's office and website.
