Carter County approves $4.87M in school amendments, multiple budget changes and flood repairs

The motion was made by Commissioner Robert Acuff and seconded by Commissioner Avery Wynn; the electronic vote was 19 in favor, one opposed (Chair Ginger Holdren). The amendment covers 14 line items listed in the packet.
The commission also approved County Fund Budget Amendment 101-11 (motion by Commissioner Robert Acuff; second Aaron Frazier) totaling $321,413.96 with $2,400 coming from reserve accounts and none from the unassigned fund balance. Votes were recorded electronically: 20 yes.
Other approved amendments included Solid Waste Fund Amendment 116-7 for $155,651.89 (motion by Robert Acuff; second Gary Kemp) and Highway Fund Amendment 131-8 for $66,975.20 (motion by Robert Acuff; second Aaron Frazier); both passed by unanimous electronic votes. The commission approved Head Start and School Federal Projects fund amendments (smaller amounts) and accepted $5,865 in monetary animal-shelter donations and $175 in non-monetary donations.
Flood-recovery purchases for county roads were approved: a $21,000 PO to Slagle Construction (backfill stone) and a $20,000 PO to Maymead Materials for Poga Road repairs; both motions passed unanimously. Separately, commissioners approved a proposal to allocate $200,000 from restricted jail-construction reserve funds to service the construction/HVAC note, freeing dedicated inmate-board-bill revenue for equipment purchases (motion by Robert Acuff; second Lesley Hughes; 20 yes).
Why it matters: the amendments finalize year-end reallocation of funds and commit county reserves and fund-balance resources to school capital work, road repairs and public-safety equipment ahead of the new fiscal year. Commissioners noted the actions are routine year-end cleanup and disaster-recovery spending recorded in the packet.
