In a unanimous roll-call vote the board approved the consent agenda, which included minutes from June meetings, payrolls (June 30 payroll of $148,401.10 and July 16 payroll of $198,327.26), and vendor bills for May ($30,124.02), June ($263,053.56) and July ($530,794.00). The consent vote also appropriated a May 2025 Social Services local allotment of $12,532.97 and approved the Bland County School Board’s August 2025 requisition in the amount of $1,141,146.10.
The board adopted FY25 year-end transfers and supplements totaling $148,600 to reconcile an underbudgeted reassessment ($43,600) and an overspent Selective Enforcement line ($105,000). The motion was made by Supervisor Patrick Groseclose and seconded by Keith Costello; the motion carried unanimously by roll call.
Supervisors also adopted the FY26 Local Improvement Funding Plan, allocating 40% of those funds to education and 60% to public safety. Supervisor Stephen Kelley made the motion and it passed unanimously.
On permitting matters the board waived a $250.68 building permit fee for Bland County School Board permit #102-2025 and approved an entertainment permit for Mountain Top Holiness Church with associated fees waived; both actions passed unanimously.
The board approved and appropriated $2,556 in additional FY26 revenue from the United Way of Southwest Virginia and released those funds to the Bland Ministry Center.
Supervisor Stephen Kelley was authorized to have the County Administrator sign Bland County’s opioid-abatement participation form to participate in opioid settlement distributions. The board also approved advertising a public hearing for an ordinance to authorize a local employee bonus and approved submitting applications to the Wythe Bland Foundation for grant funding.
