Summary
At its Nov. 13 meeting the Lunenburg County Board unanimously approved resolutions recognizing Brande Crutchfield (CSA coordinator), Deputy Howard “Keith” Phillips, Animal Control Officer Douglas “Ray” Elliott, and the Southside SPCA’s 50th anniversary.
The Lunenburg County Board of Supervisors on Nov. 13 unanimously adopted resolutions honoring several county employees and a regional animal‑welfare nonprofit.
The Board recognized Brande Crutchfield for leadership of the county’s Children’s Services Act (CSA) program and noted the program’s Excellence in CSA Award from the Office of Children’s Services State Executive Council. Supervisor T. Wayne Hoover moved approval of the resolutions; Supervisor Frank W. Bacon seconded, and the Board approved them unanimously.
The Board also commended Sheriff’s Deputy Howard “Keith” Phillips for receiving the Virginia Sheriff’s Association 2025 Deputy Sheriff Valor Award after life‑saving actions during a house fire. The Board praised Douglas “Ray” Elliott, the county’s Animal Control Officer, for receiving the Dr. Charlotte A. Robinson Award for Public Service and for his contributions to the profession.
In a separate resolution the Board marked the Southside SPCA’s 50th anniversary, noting programs including a Spay & Neuter Program, Homebound Hounds and a thrift store, and that the organization serves a dozen localities in Southside Virginia. Animal Control Officer Elliott told the Board the SPCA received $34,997 in donations for Lunenburg animals during the past year and that $32,197 of those donations were used for medical expenses. Elliott also described shelter partnerships with Central High School that help socialize animals and said his annual “Ruff N It” fundraiser—an endurance fundraiser on Thanksgiving—aims this year for $30,000.
The Board’s action was procedural only; each resolution conveyed the Board’s appreciation and did not create a new program or budget obligation.
