Chippewa County committee adopts changes to implement Michigan Earned Sick Time Act

Chippewa County’s committee approved policy updates to implement Michigan’s Earned Sick Time Act, which took effect Feb. 21, 2025.
Administrator Kelly Church told the committee the law changes accrual and carryover rules: part-time employees will now accrue one hour of sick time for every 30 hours worked; full-time employees are eligible for 72 hours per year (up from 64); part-time employees’ carryover increases to 72 hours (from 40); nonunion full-time employees retain a 168-hour carryover; employees covered by collective bargaining agreements will follow contract language until those contracts are renegotiated. Church said the eight-hour increase will raise the annual sick-time payout for full-time employees under current policy and benefit-cost assumptions.
Commissioner Scott Shackleton moved, and Commissioner Justin Knepper supported, to approve necessary changes to county policies (including Policy No. 243, Policy No. 230 and Policy No. 233) and the employee handbook to meet the Earned Sick Time Act. The motion carried on a voice vote.
The committee clarified the decision does not alter existing collective bargaining agreements; those terms will be followed until renegotiation. Staff were directed to update policy language and the employee handbook to reflect statutory requirements and consistent internal language.
Implementation steps include policy revisions and updating payroll calculations for the 2026 sick-time payout where applicable.
