Commissioners table Water Authority reappointment and discuss board appointment process

Commissioner Steven Ledford moved to reappoint Mark Stone to the Water Authority Board for a two-year term, but the board found no application on file and agreed to table the reappointment until the October meeting so Mr. Stone could provide documentation. Commissioner Asher Gray seconded the motion and the board voted unanimously to table.
Ledford said Stone had served previously and had emailed the clerk expressing interest, but commissioners indicated they want a consistent application process for board appointments. Chairman Bruce Henry and other commissioners suggested staff consider a work session or written outreach to incumbent board members and applicants to clarify expectations and ensure applications are on file before appointments are made.
Separately, Commissioners discussed adding two members to the county elections board after the Elections Superintendent notified the clerk of an upcoming Nov. 4, 2025 election at Martin and Berny precincts. Commissioners noted that a three-member elections board risks violating open-meeting rules if members confer outside a posted meeting. Commissioner Sheila Pounds said she would reach out to potential replacements and the board directed staff to evaluate options for a work session and outreach to incumbents.
The board will revisit the Water Authority reappointment and any proposed changes to board appointment practices at a future meeting.
