Llano County establishes PACE program, approves Texas PACE Authority services contract

The Llano County Commissioners Court on June 23 voted unanimously to establish a county Property Assessed Clean Energy (PACE) program and to contract with the Texas PACE Authority to administer the program. Judge Ron Cunningham opened a public hearing on the proposed program before the Court approved a resolution to create it following a motion by Commissioner Peter Jones and a second by Commissioner Jerry Don Moss.

The Court then approved a services agreement with the Texas PACE Authority to administer the program; Commissioner Jones moved and Commissioner Linda Raschke seconded the motion, which carried unanimously. No public participants were recorded on the sign-up sheet for the hearing. The actions create the county framework to allow qualifying property owners to pursue PACE financing for energy-efficiency or renewable-energy projects, administered through the third-party authority named in the agreement.

County officials did not provide additional funding allocations or a program adoption timetable in the open session record. The services agreement names the Texas PACE Authority as the program administrator; the County’s vote authorized execution of that contract so the program can move to implementation steps identified by the administrator.
